AFter installing the Radeon 9800 every so often all the text in windows gets all garbled, soo messed up where I can't even see the text any more, but everything else is fine, its just the text. I've been trying to find out what's causing this problem but I can't figure it out.

Strange. More info might help, CRT or LCD? Does it happen after exiting a game or does it just happen while surfing or other stuff in Windows? Your card might be bad, but it's too early to say yet.

its a crt, it just happens randomly, everything that is text looks like its dots and dashes, its really weird, i've tried newer drivers, 3.8, but that didn't help it, its a little weird rite now, so i went back to the older drivers, 3.7, its hard to reproduce because its very random.

Sounds like a heat problem. Check to see if your GPU or memory is getting hot. Also, is the card overclocked? How is the cooling in your case?

You might want to download an overclocking utility and try underclocking your card (if it's a pro, stock speed is 380/340 for the core/memory). Try underclocking it to something like 350/320. If it doesn't artifact anymore then it's definately heat related and in that case either your case gets VERY hot when left on (ie bad airflow) or the card is defective and you should RMA it.
