Testing port level connectivity

Hello All,

Let's say you are having problem with VNC connectivity. You can ping the remote computer but TightVNC is not working. In TightVNC you are tying to connect to IP address::23 (ie: 192.168.2.1::23). The error you get is "failed to connect to port".

Is there any utility or command that can test where the negotiation fails?
