if everything is hooked up, just flipping the power switch in the back of the PSU should make at least something happen, right? i just setup an old computer w/a new PSU, and i can't seem to get any power. i don't have another PSU to test the setup.. so any ideas on how i can tell whether or not it really is the PSU?

Bridge the green wire to any black wire on the PSU's mobo connector should start the PSU by its self.
