Testing a 220v socket

Anyone know how to test a 220v socket.
There are 3 slots.
If I cross each slot (2 at a time) will a test light always be lit?

I ask because if I cross the two bottom it lights.
If I cross the top with the left bottom, it lights.
If I cross the top with the right bottom it doesn't light.
 
The two top sockets are 120V each, both out of pahse with each other.
The bottom socket is ground, to test, insert negative lead on volt/ohm meter into the ground socket, then insert the positive volt/ohm meter lead into both top one's one at a time, if the recepticle is good, you will see a reading of 110 to 120V out of each of the top ones.


Be VERY CAREFUL you can die if you come into contact with these voltages.
