While much better than the last one of these threads, where the test site was throttled to 10Mbps per connection (meaning all the ratings over that were lies), this is still limited on the test site end. Maybe they are currently experiencing the ATOT effect. It took approximately 2 minutes to download the 64-bit XP ISO from Microsoft, which works out to more like 50Mbps. Probably limited by the 100Mbps local LAN.
