They are so dumb that they have to pay the gal at the DMV to let them pass the written test

Having lived in Texas for about 25 years and also now currently living in central Pennsylvania I would say that the average Southerner drives better than the average north-easterner. Of course one would say I could have a bias.
I lived in the Dallas/Fort worth area and while we had more than our share of idiots, I would say on a per capita basis they are much, much better drivers than where I currently live in central PA where the population is ~80,000 people. In defense of some northerners, I think people from Ohio seem to drive pretty well as well as upstate New Yorkers. Since I have moved up here I have visited upstate New York, NYC, Atlantic City, northern New Jersey, Philly, and Washington DC (amongst other places) and, again, I really do feel that there are worse drivers up here than in other places I have visited (hell even San Diego and LA have better drives in my opinion).
