Terrible stuttering in games...

Hi I build my PC about 8 months ago when I first built it, it ran GREAT I had just about zero issues with it. At some point through the months I managed to bend some pins on my motherboard so I sent it out for a new one, all is fine and dandy. I ordered a GTX 970 to replace my R9 270 and it worked GREAT for awhile until it started artifacting so I sent it back and then It ran great yet again for several months. Well over time I started getting massive screen tearing and whatnot so I tried different drivers, setups, limiting fps, I used vsync etc and the only thing that worked was VSYNC which I was fine with for awhile until I started running into problems with games not hitting 60fps constant and games like CSGO and Battlefield 4 having horrendous input lag so I had to switch vsync off. I then tried adaptive vsync to no avail that just made things WORSE.

So I tried stupidly to overclocked my BENQ GL2460 and I ran it like this for awhile, I noticed instead of screen tear I was getting massive stuttering seen in this video: https://www.youtube.com/watch?v=YFiD1FmFDt8 and heres one of battlefield: https://www.youtube.com/watch?v=Kn1feaabiJ8 both games I'm getting 60fps+ in. Some games didn't have it as bad as others but most of them ran like this with stuttering and hiccups. VSYNC almost instantly fixes this problem but like I said I never had this issue before even without vsync and unfortunately I cant run vsync on ALL of my games, it's just not an option.

So I tried my buddies R9 270 in my computer and I had the same issues so I basically narrowed it down to not being my GPU (atleast I don't think so.)

So basically I'm stuck with a $1200 paperweight until I can fix this because gaming is unplayable on my PC with these stutters and hiccups I basically have to force myself to enjoy it now, and I'm basically about to sell my PC if I can't figure this out.

I'm thinking it's one of these things:

I messed my monitor up and now it's not syncing properly with my GPU.
My CPU somehow got messed up when I bent my pins.
The PSU is not big enough or is dying.

Heres my Specs:

GTX 970
i5 4690k stock clocks
hyper 212 evo
8gb ddr3 1866
240gb ssd mushkin chronos
1tb Seagate hdd
z97x killer asrock motherboard
antec 550bp power supply

(I noticed a lot of these problems started when I installed a second HDD but removing it also didn't fix my issues.)

I also tried a different OS, older drivers, many many settings I even limited FPS in my games which seems to have helped slightly but it still hiccups. Vsync for the most part fixes all of my issues but VSYNC and Adaptive VSYNC IS NOT AN OPTION I play too many competitive games where I can't allow input lag I also play too many games where I barely achieve 40fps (arma3, rust etc.) So it wouldn't work anyways.

If anyone has any ideas or suggestions please please post them I'm at my ends with this PC and I've had nothing but issues I'm about to sell it and go back to console even though I REALLY REALLY don't want to do that.

Yeah I'm just waiting on a buddy of mine to come bring his over until then I want to exhaust all other possibilities. I took my whole motherboard out today, replugged in everything, reinstalled windows 10 etc. problems still persist so at this point it's more than likely NOT a software based problem so heres a list of things I've done:

Tried VSYNC (Fixes the problem, but I can't use VSYNC in half my games unfortunaly. and I still get stutter)
Tried formatted and installing other drivers and other OS's.
Tried swapping out a different GPU
Tried Limiting Frames (This worked SLIGHTLY but still had chugging/jittering.)
Tried lowering monitor frequency
Tried different games (Games where I get 100+ FPS it seems less noticeable: CS,HL2)
Tried same games on my buddies setup (His runs much smoother, way less tearing.)
Tried Adaptive Vsync (Works unless I go under 60fps then same issues.)
Tried lowering Polling Rate on mouse (from 1000 to 500 no difference.)

So basically I havn't swapped the monitor/PSU or CPU, at this point that's basically the only options I see unless anyone else has any ideas.

Hey cres I'm on the same boat as you!

I've tried replacing everything from my ssd gpu to power supply, tonight I'm trying out new ram and if that does nothing I'm going to try a new hard drive. I also have a 4690k and a Msi 970

Only thing different is I have a 2400 sniper ram and a ssd.

Btw it's not the monitor because I've used my monitor on my brothers comp and it runs as smooth as butter so I know it's a component.

I'll let you know what results I get to hopefully help you out as well 👍🏻

Hey dude it was my power supply! Switched from a rosewill green 630 to a evga 750w and bam no more screen tearing lol finally!

So I had a 4690k/970gtx build and it ran great for a long time and then eventually for some unknown reason I got a ton of stutter when VSYNC wasn't enabled (I never played with VSYNC on in my life, I hate it.), this wasn't screen tearing I can live with that this was STUTTERING literally even with 60-100fps this would happen, if I enable VSYNC it fixes it completely... (Problem solved, not quite.) The problem is most games I play arent optimized enough for a constant 60fps or they have input lag and I can't play them with vsync (csgo/bf4 etc.) So I chalked it up to a bad PC so I went ahead and I sold my PC and built a new one: i5 6600k, msi r9 390, 8gb ddr4, asrock k6, 650w gold psu, 256gb samsung ssd etc. Now this PC ALSO has this issue... so it cannot be the PC no way no how... Temps are all great CPU doesn't go over 65c overclocked and GPU doesn't go over 75c overclocked, no thermal throttling. It does this on Windows 7/8 and 10, I tried older drivers to no avail, I tried messing with settings , using a controller, changing USB slots, disabling realtek audio, unplugging my keyboard, reinstalling windows fresh. About the ONLY thing I havn't tried is a new monitor/mouse and keyboard, I mean I just replaced my whole damn PC with a brand new one and was 100% careful and thorough with this build as not to mess anything up.

So anyways this problem is so bad that I virtually cannot even play half my games... Sure with VSYNC on and a good 60fps constant in some games it's a beautiful experience (dark souls 2, counter strike, battlefield 4, killing floor etc.) but in games where I cannot hit 60fps constant or there is no option for vsync it's unplayable (arma 3, skyrim, rust, dayz, arma 2 etc.) So basically half the games I play on a daily basis I cannot play.

I'm at my ends here I rebuilt and sold my old PC in hopes that this would be fixed and it was possibly hardware related and now I realize it's not. VSYNC fixes the issue but I cannot use it on all games unfortunately due to terrible PC optimization in most games and the input lag. Any suggestions at this point will be welcome PLEASE DONT SAY: "Enable VSYNC and fix it, the problem is your frames are much higher than your monitors refresh rate." Trust me I've searched around and 90% of the every answer is this and I'm sorry but that's not MY answer. I've made threads on forums to no avail. I'm like extremely desperate to fix this.

Anyways heres a video of what it looks like (note that in person this looks 10x worse, white blurryness when i pan the camera those are actually massive stutters, I don't get screen tearing I get stutter and pauses even with 60fps.)

Seeing all the things you did already, I'd think it might be the monitor. Try changing Modes on it. Not sure if that's the problem though.

Yeah me too man it's weird because VSYNC fixes it yet I don't get screen tearing without VSYNC I get extreme stuttering making games unplayable. and like in the videos I posted you can't even see screen tearing... and the video barely does any justice to how bad the stutter is like that's VERY minimal looking compared to in person.

Nice man unfortunately for me since this has happened I actually built a whole new computer and still have the issue.

You don't have both the in-game vsync and GPU vsync active at the same time do you?

This is not stutter but judder,it could be caused by some connector, the HDMI cable,or the game itself,bethdesda games are notoriously known for this

Gaming in borderless window might help but you are a prime candidate for a shiny new freesync monitor.

Yeah that's exactly what it seems like some games are worse than others the higher my FPS the less prominent it's I get it in Battlefield 4 and Rust the worst. I tried windowed mode on those games and it didn't make a difference I'm really thinking about picking up a freesync now.

Ok so I found out today that I can actually pick up the problem with regular capture software so I'm pretty sure this isn't tearing or my monitor correct? because that wouldnt be picked up on recording software or am I wrong? anyways heres a video:

So yeah basically the stutter is fixed with VSYNC I have confirmed this across all games... Without VSYNC my games have the worst judder to the point its almost unplayable. WHY am I getting stutter instead of screen tearing? I'd much rather have screen tearing, I heard stutter usually happens when you ENABLE vsync but mine happens when its NOT enabled.

So I found out if I limit my FPS it helps with the stutter big time but when my games drop below 60fps to even 59fps it stutters for that second, it's progress but still no cigar.
