Terminal Services password management

In Win2k Server using Terminal Services is there a way to see user passwords? Once you set up a user
there does not seem to be a way to do that. If it's not available in Win2k Server, is that option available
in Win2003 Server? Also, when trying to set up another username and adding it to the Administrator group that account does not seem to have all Admin privileges, i.e. changing display options, installing programs, etc. What am I doing wrong?
