"Temperature Range" "ramp rate" ASUS BIOS

I have an Asus Pundit booksize barebone system, which as two BIOS settings that I don't undertsand: Temperature Range and CPUFAN Ramp Rate.

Temperature Range goes from 4 celsuis to 80 celsuis
and CPUFAN Ramp Rate goes from 35 secs to 0.8 secs

What do these mean? Will setting them change my FAN speed? I'm trying to make the fan speed as low as possible for noise reasons.
 
Does the manual say anything? I definitely don't think these options will change your fan speed. Maybe when they decide to turn on and for how long, but not the fan speed itself. Just get a fan speed controller (rheostat) for $20.
