Telnet problem with Windows XP

I cannot telnet to any telnet server using port 23!!! I tried to telnet to my school server (mason.gmu.edu) using port 23, it kept saying that could not open host or something like that (but the host is running fine!). When i used port 21 to connect, it did connect to the ftp server of my school. Only the telnet port that doesn't work!
I'm using Windows XP.

my thoughts exactly.
i'd check the firewall settings on both ends.

I only have the built-in firewall of Windows XP. I already disabled it, however.
