yea it is, i reckon i could get mine even higher, requirement are a massive copper heatsink (slk-900) artic silver 3 (amazing stuff) and a big case with good airflow, (2xintake + 2xexhaust minimum) Vcore was defaullt although i might need to go up .05v much past that freq.
If you think about it the 3200+ is a 2.2Ghz cpu so 3.08 isnt that much of a oc, even for air...

once i get my rig up and running ill repeat the oc and show you the wcpuid. as for the voltage, which volts is it exactly you want to know? it was running at 14x220 with corsair pc3500. 3200+cpu, 430w antec truepower psu. abit NF7-S 2.0 mobo and a 9800 pro for good measure.

why have i spent the last few days defending the fact that a 3200+ can get over 3Ghz? just becauseyou guys cant do it dont mean noone else cant...
