But none of those prisoners with gender identity disorder (mentioned in the article) have been given the sex change surgery they want, right? They have just received female hormones. I doubt that sex change surgery is rampant anywhere, inside jails or outside jails, given that gender identity disorder is rare.

Wow, i think that this is very wrong. To have the tax payer pay for tis is completely screwed up.
I do not care who get s it done, or why they get it done, it should not be free.

Well, at this point tax payers aren't paying for it. The prisoners are apparently suing to get the state to provide the surgery. They haven't won the case tho, and it is early days according to the article.

I think the legal argument (of the prisoners) would be that gender identity disorder is a recognised medical disorder, classified as such in the DSM, and that the state has a moral obligation to provide medical treatment to individuals (including prisoners) in its care with recognised medical disorders. The other argument is that the state has provided these patients with female hormones (which cost virtually nothing) and so these prisoners have taken on many female characteristics (body shape, voice, hair, etc.) but they've been left hanging, so to speak, in limbo, not entirely male or female. They want to be able to complete the process apparently. In Australia these types of surgeries are paid for by the government, so they are not as difficult to obtain (although I don't think such surgeries are permitted or offered while individuals are in jail). Also, there is a fairly lengthy process of counselling required before any surgery is done. They have to live for a year as a member of the opposite sex, also, before they are eligible for the surgery.
