What is the technical term for the phenomenon where when flying, something goes wrong structurally and the planes wings actually begin to flap and then end up ripping themselves off.

I am not talking about turbulence. I think it has something to do with the way the plane was built and sound/vibrations.

Am I thinking of aeroelastic flutter?

Aeroelastic "flutter my a$$. You are referring to the "Oh my god we're all going to F'ing die" effect
 
sorta like going through the whoop-dee-doos at the wrong speed on a bike or getting double bounced on a trampoline?

never gone through the whoop-dee-doos at the wrong speed to have any idea what that's like. Bouncing on a trampoline is wave superposition, not structural-aeroelastic coupling.
