Saddam is a Sunni Muslim. He had a copy of the Qu'ran made using 11 quarts of his blood, and built a massive mosque. Although I see this as a sort of millitary tactic. During the Gulf war he was not that religious, after the Gulf war he started appealing more and more to the country's Sunni majority. After all Sun tzu said that the general who has convinced his men that God is with them will be a victorious general.

He is Muslim, but he's of the Sunni sect in a predominantly Shi'ite country, so he tried to keep religion a non-factor during his reign.
