is there anyway to choose a desired voltage, i cant adjust the voltage in the cmos, it restarts it self sometimes when i put it on default voltage (no L7 Pencil), but when i bump it to 1.85 everything is fine, its just that sometimes its 55c under load, its a bit high, no BSODs, doesnt freeze but im just scared that it might damage my chip.

my fan is rated up to amd xp 2000, 5000rpm and a copper base volcano 6cu
 
not in BIOS, if u good at mod, may be, or may be the pencil trick u said.
55c under load is a bit high but ok, you have a copper base HSF and should be on the range of mid 40. may be air in your case is not moving well, conside adding case fans.
 
I'm having similar problems with my Athlon 1.4 & K7S5A. Memory test program shows errors at 133/133, but its fine at 100/133.

I was wondering if 1.85 core Voltage would solve the problem.

What kind of Power Supply are you using? I am also wondering if my Enlight 300 Watt is too small and causing the problem.

The 300 watt Enlight is not rated for a 1.4 Athlon. You can check it here. Not saying that is the entire cause of your problem, but it is something to look at.
 
I know, that was the cause of my concern.

I wanted to buy the 340 Watt, but it was out of stock when I built my computer.

The 300 Watt is rated for the Athlon XP 1600 (1.4 GHz, if I'm not mistaken). The question now is $50 for a new Power Supply, $100 for a new Processor, live with it, or try something else like up the voltage, underclock, etc.

Just for clarification's sake, the Enlight 300 watt is rated for an Athlon XP 1600, but not an Athlon 1.4 GHz. There is a difference in the two. Even at that, you are pushing the limits when using it with an XP 1600.
