To a large extent it doesn't matter if you sprawl first before building upwards, or build up first then sprawl. The end game fundamentally depends on innate human & natural factors.

For example, well off execs often live in or otherwise prefer central prime locations, and decisions on where to base HQ are not coincidentally driven by convenience for them.

California areas like LA used to be all sprawl suburbs just after the war, but the city still shot up eventually with closer/good neighborhoods similarly ascending in price.
