You're not getting it. Look at the big picture. Lots of people buy lottery tickets with their hard earned money that were already taxed. When people buy tickets, the money comes from their pockets, and those money were already taxed when they received their paycheck. When someone wins the lottery those money get taxed again for the second time.
It's just like inheritance tax, you pay taxes as you earn money, and then your children pay taxes on the money that you left them again.
