Task scheduler for auto-closing programs

I noticed that a Razer program used up to 40% of CPU usage. So I disabled the service Game Scanner which isn't required for my Razer keypad. However I will still use my Razer keypad. I also noticed that after I use a video editor and exit, it is still there in the task manager, using up some CPU processing but not too much. It seems like there are other programs that shouldn't be cluttering my system, but I pretty much need them.

What I would like to do is create a task scheduler thing, service, batch file or registry edit where when I exit a specified program, the process will not remain in the background, it will close. I also want to have my Razer software close after 1 hour of non-use. Can anyone help?
