Task Bar: When I open a web page the task bar is gone. It is also gone when I open Outlook. It is there on my desktop

Are you sure that the programs aren't just sitting on top of them? Make sure the proggies are maximized when you open them.

The taskbar is either in Auto-Hide mode or isn't always on top.

Right click on the taskbar and go to properties to check these settings.
 
Yep, I forgot I changed the always on top setting when I installed an Access tutorial.
