idk, if I built a tower right next to my neighbor's house and spent my time in it hanging out and looking down into his yard, I think he'd have a justifiable complaint.

Sooooo, two story houses should be banned?

They bought their house knowing the distance between them and the neighbors. They may have deliberately chosen not to buy houses that are within spitting distance of each other (I've passed on property for that reason.) He built an illegal structure that is much closer to their backyard than his house. Totally different.
