Taking a little bit of an mp3 and making it into a .wav...

I just want to cut out a little 3 second clip on an mp3 and put it into .wav format. What software do I need to do this?
 
What I usually do for something like this is use the "Diskwriter" plug-in in the "output" section of the preferences menu in Winamp. This converts the mp3 to wav. Then I use a wav editor to cut out the section I want and save it as a file. Then you can delete the rest of the wav file.

Look for a copy of "goldwave".... it is great (allows you to string lots of waves or mp3's into one wav file). Winamp should have worked for you also though...?
