table permissions in MS Access?

What's the setting to allow a user to set administrator permissions and then delegate user permissions so that I can let them use included forms, but not edit tables directly?

you need to create a user workgroup info (user and rights tables) (a file that will be hosted on the server called something like wkgadm...)
there is a GUI to do that from access (just find a simple tutorial)
then you can edit permissions for each user (per table, form , query, report) etc... for your app
