Yeah, was stabalizing.
It really doesn't make sense that that was spin stabilization . The were flying a demo of the dragon cargo module. You would not want to spin stabilize a cargo module and generally you don't spin stabilize a large liquid rocket. It slings liquid propellant to the outside of the tanks and can cause issues.

My guess is something went slightly wrong in its roll control toward the end of stage 2 burn.
