Systems hangs after installing second hard drive

I purchased an IBM 46GB 7200RPM ATA100 HD along with a SIIG UltraATA/100 controller.

This is what was in my system before installing the card and HD:

Asus P3V4X with P3-600E o/c to 840
128 MB PC133 RAM
15GB 7200RPM Western Digital ATA/66
ATI Radeon 64MB VIVO
Soundblaster Live!
Intel 10/100 Pro+ NIC
Gulliemot Maxi Fortismo Sound Card
Toshiba 48X and HP 10x4x32 CDRW
100MB IDE Zip Drive

Everything in the system is IDE, no SCSI.

After installing everything, the hard drive works, however, when trying to bring up properties on the drive, or trying to bring up any burning software, the system hangs, mouse and all for about 10 secs, before coming back to life.

I think that it has something to do with a conflict. I am not sure where to begin though. Here is how the IDE devices are setup right now.

Onboard IDE: Primary has 15GB HD and Zip Drive
Onboard IDE: Secondary has the CD and CDRW drives
UltraATA/100: Primary has the 46GB HD
Nothing on the secondary.

I am sorry about the length, but I would like to know if anyone has any suggestions to solve this if possible, and what possible solutions for switching resources....

It sounds like a power problem...how many watts is your power supply? From what you're describing, mainly when bringing up CDR recording software (which probably spins up the drive and drains power), it seems like power might be your problem.
