System won't POST

Hi all! I just bulit my first machine and it won't POST. I have everything set the way I think it should be. The screen starts off black and then shows a Pentium 4 logo for 2 seconds, maybe does it again then the whole system powers off. I don't have Windows installed yet because of this. My specs are as follows:

DFI 865PE- TAG motherboard
Intel Pentium 4 630 processor at 3.0 GHz
Corsair valueselect 512MB PC3200 (DDR400) 1 DIMM
ATI Radeon X800 XL AGP 8x 256MB graphics card
Maxtor 250GB hard drive
NEC DVD+R burner (Only optical drive)
Generic floppy

Any ideas of what might be wrong or what I can do to fix it?

Update, I tried to clear the CMOS with the jumper and now the system won't even power on. I can see one of my fans just move a little, like there is power, just not enough to move it. There are also 2 indicator lights on my motherboard, one fro PCI standby and one for DIMM standby. They are both on until I press to power button and the the DIMM standby light goes out.
 
Could be a short to the case also. Did you use the brass standoffs, or could there be an "extra" one hiding under the mobo?

Might wanna take the mobo out of the case and put on a phonebook. Disconnect the drives (HDD, optical and floppy).

Or, just disconnect the drives while still in the case and see what happens. Hopefuly it's just that you have some cabled incorrectly.

Oh, another thought - is the cpu heatsink fan connected to the proper header on the mobo?

ps Might not be a bad idea to look up a member named mechBgon (use author search feature above) and see the link in his sig to the Guide for First time Builders (or similar name) and review what you have done compared to his illustrated guide.
 
Okay, I moved a jumper and the system will power on now. It continually flashes a P-4 logo. The problem might be that my processor supports EMT64 and the board does not without a BIOS update. Could that be it? It seems odd to me that it would prevent it from POSTing. If that's the case I guess I need to get another processor without EMT64 support and flash the newer BIOS on it.

I would think it s/b OK and just operate in "legacy" mode. But that's just a guess cuz I don't fool around with Intel systems these days, so here's a free bump for you.
