System Won't Post

Today I switched the case on my old custom system. When I finished installing all the parts I hooked up the power supply and pluged it in. The system won't start. When you hit the power button the power led it blinks but no fans or other parts turn on. Any help would bw appreciated.
 
Start with the basics...

With the power plugged in to the wall and switched on, plug the power into the computer, does the PSU make a quick crackling noise? If so, power's working.

Check the BIOS jumper is in the correct position. If shorting the wrong pins it can cause this.

Check and double-check all the wires are plugged into the correct locations, especially the led headers and the one for the power. You can actually take all the led headers out and short the two 'power' pins with a screwdriver to mimic the power button.

Take out all the non-essential components so you're left with CPU, Mem and Video. Try now. Obviously add them back one-by-one while it works. Silly things like IDE or FDD cables plugged in backwards can cause this. As a rough guide to these cables, the red stripe is pin 1, and pin 1 is usually nearest the power connector of the device (although modern cables should only fit one way).

I unplugged all the led's, ide cables, and usb cables. it turns on but the mb makes a long non ending beeping sound. Any clues?
 
Ok, when you hook everything up now it goes to windows, that long beep is still sounding. Anyone know what the h*** that is?

Check your mobo manaul. It should list the meaning of POST codes for that board.
 
Is it beeping, or a steady tone?

And are you able to use the computer, but still have the sound, or is it all locked up?
 
It's all good now. It was the add on USB card at first that was messing it up and then the CPU fan controller was making the MB think the fan was failing. Thx for all the help exspecially essdeeay. Your post was really helpful
