System won't POST

Athlon T-bird 1333 MHz
256 MB Crucial PC2100
some old 32MB Radeon video card


I'm building a system using some older parts lying around. The CPU, RAM and graphics card were working last time I used them. No drives are connected at the moment. Also, power supply is fine, it was able to power another board OK.

The most disturbing thing is that even after several minutes of this system being powered on, the heatsink is cool to the touch. 🙁

Thoughts?
 
Start over.

Take everything out, reseat everything ( CPU; GPU; Ram )

If it's 2 sticks of ram, try one at a time. Try different slots.

Clear the CMOS just to be sure.
