System won't let me delete a file!

I'm trying to delete an mp3 and whenever i try, it says the file is being used by another program. I rebooted and closed all non-essential processes, but no luck. What's the problem?

I've had one file that was very difficult to delete - it wouldn't delete in safe mode or a boot to command prompt. The only thing I did that worked was to move the hard drive to another computer, make it the slave, boot up the other drive, and it was easy to delete. Don't you just love Window's protections that supposedly make life easier?

Start smacking the F8 key after POST and before windows starts loading. You'll get a menu with bootup options.

I've had that happen from tv shows i've downloaded from Kazaa. I had to open a cmd prompt to get rid of it...

1. Command promt delete.
2. Safe mode logged in as local Administrator.

Dos boot disk and del command are my favorite to take care of this
