I have a pretty power hungry system(read below for specs) that seems like its underpowered now. I figured since I had 2 lights 6x 80mm fans and 92mm Tornado plug Raid and X850XT that I was drawing to much power. So I unplugged all but CPU,HD,GPU and powered up and the exact same levels in BIOS and Sandra. So I tried the latest version of the Antec 430w TruePower since mine was about a year old and showed something like 22amps under the 12v and the new model shows 26amps under 12v. So I swapped them out and powered up and still exactly the same levels. What does it sound like the issue is? Since I put in a retail fresh Antec TruPower 430 and unplugged ALL unneeded items and it still shows low low voltage. Tried different power cables and different wall outlets with and without 200$ APC power supply battery backup. What do you think??

Your motherboard is probably reading the voltage levels wrong. It's not all that uncommon, although it's not usually that far off!

If your +12V rail was really giving 10V, your system would be crashing every 15 seconds, if it would even start. I very much boubt that an Antec would give bad power like that.

Do you have a multimeter that you could test your PSU with?

Yes I do. Not really skilled with it though. What exact setting on the meter to I set it to and do I just measure the yellow wire as positve and black as ground while its on?

Yes, set the meter to dc volts at the lowest scale that will handle 12v.

Yellow on the molex (hd power connector) should be 12, red=5, either black=ground.
 
Well I just got done with the meter test. The 12v coming off a extra 4pin from the line used for the X850XT is rated at 11.99v.

And the 5v is at 4.99. This is all while running 3dmark2005 with system fully overclocked with every fan at full power.
