System Powers Up But Nothing Happens, Why?

I have this really strange problem with my system. I can power it up and the power supply comes on, as well as, the CD, floppy etc... No harddrive though. And it just sits there as if it was on but the monitor does not come on and the hard drive does not power on.

If I shut the system down and then power it up again it comes on with no problems and boots right into Windows. If I shut down the system and then power it back up it will go blank again until I shut it off once again. It's really strange. Can anyone help? I'm running an Abit BH6 with an OC Celeron 400MHz. (OCing is on the problem though because I have tried it at a lower clockspeed as well.)

It's not my main box so I'm not that worried about it because if I do that power off then back on thing it works fine, it's just kind of annoying though.

Any thoughts?

Do you mean really no power?
Your power supply delivers 5V and 24V to make the HDD function. You can tell if the motor's spinning by putting a stick against the HDD case and leaning your ear on the other end of the stick, kinda like a stethoscope. If you hear no noise I'd suspect the power supply, it may be on the edge when it comes to delivering sufficient power to the HDD. These switcher supplies will 'crowbar' if they detect an unusual current demand.

It powers on the computer just won't come on or do anything, until I turn it off and back on again. It does it everytime. if I power it down then back on it works. It's just the first time I turn it on that it won't do anything but everything seems to be on, including the hard drive.
