System Idel Process

my System Idle Process is always using 99% of my CPU.. is it normal??

What do you mean always? Even when your PC is NOT idle?

Runi Seti@home and that number will soon go down to '0', of course, then Seti@home.exe will then have 99 processor time

And yes, 99 would be 'normal' on a winxp/nt/2k machine that's 'idle'.
