System Hang when installing drivers

I just built my computer and it worked fine. But then a day later I decided to install 4.12 drivers on my Sapphire X800 Pro PCIe. So, when I tried to install it after uninstalling everything, my system hangs. I tried to reinstall 4.8 from my original CD and the system hangs. I can't even do system restore for some reason cause they say there was critical driver changes (duh).

So, I formated everything and my system still hangs when it even touches anything video driver related. Hanging never stops, I have to restart. I tried everything I can think of. Purged the computer of any trace of old ati stuff. Tried to use Omega drivers. Reinstalled OS. Formated harddrive. Everything else works fine because I can install all my other programs and drivers with no problems. Just the second I click the driver install it hangs. Has anyone seen these symptoms? When I used ATI tool, it detected the vid card, but when I clicked the see 3d button, it said it couldn't generated it.

My main concern is that the vid card works cause I can see windows and stuff. Is this because without the driver, my mobo cpu and ram are handling the graphics? Could it be that I corrupted the bios and is there anyway to safely restore my original gpu bios? I just want to be sure that this is a GPU problem, even though it seems pretty obvious to me. Perhaps I should just try to RMA it.

Help would be appreciated.

And I unoverclocked everything if thats an issue.
 
I assume you aren't overclocking in any way shape or form, nor were you overclocking when you installed Windows?

If not have you remembered to install your chipset drivers?
 
Nothing was overclocked when I formatted my computer. It was a completely clean start. Is this a hardware issue or something else? The fact that I'm posting from this computer means that my card isn't completely dead right?
