System freezes

My new system constantly locks up and freezes especially "exploring my computer" and replying to email. I have swaped out the memory stick but so far have not fixed the problem. I don't think it is software as I am only runing with systray and explorer in the background and have tried to reinstall win98se several times. Would you say the next step is to replace the motherboard, or is something more likely the cause?
 
When you say you've reinstalled, has it been a clean wipe of the HD, or just an install over the old OS, or a delete of the Windows folder and reinstall? If you're formatting and reinstalling fresh, then it's more likely a hardware issue. Is your power supply up to snuff? overclocking at all? Also...I'd go to WinXP or 2K if I were you. They're just more inherently stable OSes.
