System crash and infinite reboot on display driver install

So I have just barely put this system together, and after I am done installing the all the other updates/drivers/bios/everything I go to install drivers for my display devices and the system crashes and goes into a reboot loop when it attempts to do so. I have to boot into safe mode remove said drivers and then I can get back to my desktop. Everything seems to work fine until I install video drivers. Below are my system specs:

5960X @ 3ghz stock
Rampage V Extreme (This I bought used off of amazon, but seems to function fine) BIOS 1502
32 GB Ripjaw 2400MHz DDR4 in quad channel (In the red dimms as per the manual)
2 x 295X2 (Both bought new, one is from an old system and it worked fine, the other I bought just recently for the new build both are currently installed and each is power by 2 12v 30amp lines)
1600W Lepa Gold PSU (This was bought used from ebay, seems to work fine)
Boot device is on a 256gb Crucial ssd
1 extra crucial ssd 256gb
2x 1tb seagate 7200rpm in raid 0
Windows 8.1

No, no it doesn't. When the 3D drivers initialize (either during install, or boot), I believe that the GPUs draw more power. My best guess, without more info, is the PSU is bunk.

Edit: Here's an idea. Put each 295x2 in separately, individually, into the PC. If it runs OK, with each individually, but not with both together, then it's most certainly some sort of power issue.

Ive tried running with just one or the other card active by shutting off the PCI-E lanes, there are switches on my MOBO to shut them off and I have the same issues. Would doing it physically make a difference?

VL is correct. Installing video drivers are what is finally causing that device to pull some real power. So I wouldn't be surprised that this is indicative of a not-so-great power supply

1. I don't see great overall ratings on that unit, on Amazon or Newegg.
2. I don't like the rail system on that unit. Those were popular a few years ago, but did not work out so well, and for the most part have been discarded.

I know those cards take a lot of power, but I think something like this would provide what you need:

Before I wiped my old harddisk I ran furmark on the system and it did fine. It is only after I wiped everything that I have been having problem. I even ran firestrike extreme

Also if even if it was the PSU wouldn't it be able to at least boot? I mean under idle it shouldn't be that intensive.

In this order you should have no problems.

1. OS
2. Service Pack's
3. Chipset drivers
4. Intel lan driver
5. GPU, Sound, Mouse, Keyboard drivers
6. Windows Update

So here is an update:

Well I tried my old card by itself, it ran fine, I ran firestrike with no issues and finished with a 16000 score. I swapped it out for the other card and it simply flashes at the login screen I have no response. Rebooted, now I have CCC yelling at me telling me there is a problem with the display port connection, mouse seemed to lag, tried to run firestrike and the system crashed. Swapped my old card in without messing with anything and im back at desktop and ran firestrike again no issues.

Is it to soon to call it a DOA card or is this more certaintly it? Anyway the PSU is still the issue?

If Card A works fine, with the PSU, individually, and Card B does NOT, then the problem is most likely with Card B, and not the PSU then.

Edit: It could still have something to do with the PSU, if, when hooking up the two different cards individually, you didn't use the same PSU wires, and thus the same rail(s). But it's most likely the card.

Good troubleshooting. Sounds like the card. RMA time!
