System Bootup trouble

I've had this system for quite a while(look in sig). Problem is when ever i hit the power button, it takes the system 15-30seconds to power on and boot up. Now once this happens theres zero stability issues with it. So im not sure if its the power supply
(antec true 550w) issue

Recently though it stopped booting up completely. It just powers-on and thats it.

Right now i only have the cpu,1 stick of memory,1HD,v-card powered to it.
I've also switched out the memory sticks and replaced the mobo with a new one last week and still nothing.

Any thoughts?

Here's an idea: if the WD 200GB drive is on an IDE cable by itself, take the jumper cap off of its Master/Slave/CableSelect pins (while the system's turned off, of course). When the jumper cap is off the pins, that's the special Single Master setting that resolves some of these weird time-delay situations.

Any good? :confused:
