Microsoft uses Akamai Technology servers to deliver a big percentage of their content, so I'm not surprised that a Microsoft application is communicating with them.
If you want to know more about what's being transmitted/received, then you could load up Wireshark (or another sniffer) to get a packet trace.

It creates a policy to notify me of outgoing connections and just configures the native windows firewall. I dont want to have wireshark running for the next month just to catch the one time synctoy wakes up.
