Syncing issues with JB on S4?

So I've been trying to get my contacts synced with my Google account. I can manually export a vcf ad import it into google but for the life of me it won't sync directly with my phone. Whenever I try to sync contacts, the date/time doesn't update and the contact list clearly does not reflect the changes I made on Google and Google isn't picking up any changes I made on my phone.

I looked this up online and this seems to be a known JB issue. Has anyone encountered this before and is there a workaround? I've tried deleting the contact data ad re-syncing but it doesn't seem to work.

Never had an issue syncing my Google contacts with my JB S3 or Note 2.

- I assume you've verified your contacts appear correctly on the web in Google contacts?
- That within Setttings > Accounts > Google, you have Sync Contacts clicked.

That's all I've ever had to do - make sure my Google credentials are correct and sync.
