symptoms of your video card not getting enough juice?

I'm just wondering what are some sure signs that your video card lag is due to insufficient power consumption? My 9600XT seems to work while in desktop, but once I start gaming it lag spikes on different instances. Even counter-strike goes from 100fps down to 30 during these spikes, and this is on a P4 2.4ghz 1gig ddr ram, abit IT7 mobo. Put the card in a friend's system and no lag at all. Ran perfect on his, but like crap on mine.

Oh, the geforce4 ti4600 i replaced with this new 9600xt had the same problem 🙁 Could it be my power source? I have a 300watt enlight.
 
not enough power should give you artifacts

this is definetly some sortof a driver problem in my opinion, in worst case you might have to reinstall windows
