SX-830 question...

I just got a new Antec 830 and the manual sucks fat nuts. I was wondering what that extra piece of blue plastic is installed towards the front that looks like a letter U. In the manual it says three fans can be installed towards the front, so does this piece of plastic hold a special fan?
