For the last few months I've had a swollen left foot (and sometimes my leg) that comes and goes, and in the past month or so it's been pretty persistent- in the past week my leg/foot started to throb a bit, a strange vibrating/pulsating feeling.

When it first happened my doc sent me to the emergency room to see if I had a clot, they did an ultrasound of my leg and found nothing. I also so a vascular surgeon a week later and by then the swelling was gone and he looked at me cross-eyed, like I was wasting his time.

I was wondering if anyone has had problems like this? It is getting painful to walk now and I think I have to go back to my doc.

I'm no doc but has anyone checked your heart? Isn't pooling fluid, especially in the lower extremities a possible sign of heart failure? Can someone knowledgeable corroborate this possibility?

Nah, there are plenty of reasons for swollen extremities, I highly doubt it's my heart. As I said before, I already went to a vascular surgeon and I'm pretty sure he did the basic checkup on me.
That said I think I need to go back to my PCP, it's becoming quite a bother.

I have this. Comes and goes. Same foot. Doc thinks it's me spending so much time at the computer, sitting with my legs crossed. It tends to go away when I resume my daily walks.

My mother had this, but she also had blood clots that did damage to her blood vessels. Most of her problems are from alcohol and obesity (100+ lbs). Poor circulation and heat will cause liquid retention in the lower extremities.
