My kid just got a GTX 3060 for his birthday, upgrading from a Radeon 580. So it's a decent improvement in terms of FPS, but he's saying there's a noticeable blurriness (lack of sharpness) compared to before even when not moving, on game menu screens, etc. in games like Warzone and Fortnite. He's already tried tweaking 3D settings. He's asking to go back to AMD but I'm not sure that's the issue.
Is there a subtle difference that maybe he's picking up since he's in front of these games all day? CPU is an i5-9400F and an LG monitor (https://www.lg.com/us/monitors/lg-27gk65s-b-gaming-monitor), and he's already tried turning on/off Nvidia G-Sync.

Well the new PSU is in but the problem persists with low frame rates < 60fps while waiting for the battle bus. It stutters badly. Then being dropped in we're seeing like 40-60fps. He says this didn't happen with the RX 580 and this 9400f. Did upgrading to a much better GPU throw off the balance and the CPU bottleneck is rearing its head to this degree?

Can we rule out 100% that it's the 16GB RAM? Game crash also said something about low virtual memory (was 16GB now at 24GB).

I just don't get it. People are getting high FPS even with this processor and lesser GPUs. Not sure how reliable but:

And we're only on medium setting here.

Even if the 9400f is a bottleneck, would there be a budget-friendly LGA 1151 cpu to replace it with?

I think I'm going to blow up his WIN install and start over and see again...

Longtime reader of AT, first post. Regarding the issues faced by OP, I also had similar problem with NVidia cards using DVI. When I switched from CRT to LCD (around 2005), I immediately noticed the poor color. Nevertheless, I brushed off thinking it is due to LCD having poor color than CRT. It is easy to check, I simply used 3 color gradient bands. The banding was very visible, more like 6-7 bits per color. CRT had no banding at all. Up to that time, all my graphics cards were from NVidia. Due to RMA, I had to use the ATI MB Graphics and I was amazed on how good the colors were. And the color band test also proved that there were no apparent banding like that was on Nvidia. After getting the replacement NVidia card, I tried relentlessly trying to find some settings to get the color similar to onboard MB graphics. But, I had no luck. Unknowingly I had to live with poor color for 5-6 years. Since that time all my newer graphic cards are from AMD. Now NVidia might have fixed the issue, but after having bought 5-6 graphic cards from NVidia I am not willing to try my luck again on NVidia cards anymore.

From what I know fortnite is a DX12 game, and from what we've seen, AMD's hardware scheduler is doing better in DX12, while Nvidia's software scheduler is doing better in DX11.

Maybe, just maybe, in a very specific situation, like on the bus, the combination of 9400f+580 could be a little faster due to increased draw calls.

Fire up MSI afterburner, enable its monitoring of cpu, gpu, ram and enable the OSD display. You will see which of all these gets hammered the most. Also notice if the cpu is boosting correctly.

Also why don't you upload a cpuz benchmark, so we can see if the cpu is working properly. And also a gpu benchmark, but light for the cpu, like Unigine Superposition benchmark, 1080p extreme preset, so we can see if the gpu is working properly.

FWIW, Fortnite can switch between DX11, DX12 and a Performance Mode. I play exclusively on the Performance Mode 1080p@60hz and the fans on my 6600 don't even switch on after some hours of play.

Just be aware that the 24GB means dual channel mode for the first 16GB and then single channel performance for the last 8GB. So if you are loading a large amount of crap in the background on startup, Fortnite may be running partly on single channel ram. Just throwing stuff out.

Do you know why it would claim it's out of virtual memory and crash at 16GB RAM + 16GB page file size?

there is something broken there. out of virtual memory is a software issue. Somebody pick up something nasty on a questionable website? Does not need to be porn, cd cracks and game cracks are typically more dangerous.

usually best to let windows manage the virtual memory.

in this case, I suggest you start with a clean install of windows. That install sounds like it is game over.

also, dropping the 3rd stick of ram will likely improve performance. Sounds like your running single channel.
