Switch for 2 computers to get net access.

Sister in law needs a separate machine with a vpn to connect to her job. She has a cable modem with one ethernet port. Can I use a switch to connect 2 computers if she were to only use one machine at a time or would I still nee a router?

Regardless of the number of PC's connected it is still a good idea to use a basic router as it has some inherent security bonuses over connecting directly to the modem. Namely using NAT which 'hides' your internal computers addresses from the public.

Unless you have multiple static IP addresses from the ISP a switch is only going to get in the way without having a router as well.
 
Right now, she's doing what most do. Plug the computer directly into the modem. She can afford a router so I'll point her in that direction. I believe the work software is a cisco vpn.
