I currently have an 80 GB IDE hard drive that I am going to swap for a new SATA drive, are there any steps that i can take that would allow me to use the same drive letter (C:) for the new drive?

Disk manufacturer "cloning" or "migration" utility

Acronis Partition Expert can I think. Acronis True Image or Norton Ghost should also be able to copy the C: partition to the new drive.

Tip: you might need to set the C: partition to "active" on the new drive after you copy.
