Sustained network transfers (copying files from other computers) seem to take up a HUGE amount of my CPU under Vista RC2

Two guesses:

(1) The network drivers aren't mature and some features aren't re-implemented / tuned well, e.g. offloading.

(2) Vista's networking and file transfer are improved, so you're actually getting better speed, and need more CPU involvement for that. (Good amount of wishful thinking here, but also true in parts.)
