What are you trying to say? Be a little more specific...

produces surge power getting in the system
What produces the surge power, and what system/part of the system does it get into?

re-plug it to the mains
Mains? As in, the power mains (outlet, protector) or the mainboard?

If you are talking about the fans or lights twitching after unplugging the ATX connector and plugging it back in, then that acceptable on most motherboards. It's just the release of residual power still in the end capacitors and wires.

ok...

what i mean is that, if i unplug my computer from the mains(as in the outlet, 110volts AC or 220volts AC here in my place), and when i plug in back in the outlet, my CPU fans, lights, and even hardisk drive LED activity indicator lights up... but note, i still did not actually press the power on button nor the reset button of my CPU...there is just this surge power coming in... i dont usually unplug my system but except when i open my case...

is this normal to some motherboards?? i've had one before but it does not have any surge even if how many times i plug and unplug the CPU from the mains... i temporarily changed PSU, but still there is surge... i think this is with the motherboard... my concern is just if this is normal or not...

It's acceptable and nothing to worry about. The motherboard is probably more sensitive to changes in power (going from none at all to a 5v standby line) than your older board.
