I have a heard time imagining that game would be difficult, if you don't have to worry about enemies while not moving. Could you dodge, shoot everyone, then move freely?
 
You can play the prototype of this game for free online. It's actually really cool, and the "time only moves when you moves" mechanic has a lot of potential. Knowing which direction to dodge bullets in and which order to kill your enemies is almost like solving a puzzle.

I can see it getting really old,really fast.

This. Looks like some 12-year old thought it'd be a cool concept but has no idea what to do after that. Style over substance. Single-player games with no plot, action, etc. usually suck. And good luck implementing this in multiplayer.

It was designed for a FPS in 7 days concept contest. A full game was never really part of the design process. Its interested for what it is.
