I have a kt7a and the fan on the northbrige died. I have a extra 60mm heatsink fan and was thinking of superglueing it to th northbridge heatsink to replace the 40mm. Would it be safe or will I short the board?

Superglue is nonconductive so it will not short anything out, but it is not a good thermal conductor either. I would suggest thermal epoxy -- I use a two component thermal epoxy made by Melcor for use with their TE units -- but I am sure there are others. The thermal conductivity will be much better.
