super slow internet browsing problems...

Hi im running a a64 3200+ with 512 megs 3200 ram and blah blah blah. Basically letting you know my computer isnt slow or anything. And i have cable for my internet connection and a router. when browsing or downloading files using IE or Firefox i get really slow speeds. It avgs to about 40k/s. But when i download using BT i get a good 200+k/s.
I have NO clue as to why my internet browsing speeds are so slow!!! Ive turned off the firewall in xp sp2. but of no avail. ive even tried the connection limit fix and increased the number of connections from 10 to 100. But still nothing. Anyone have any suggestions?

oh yes and i wasnt sure if i should post it here...
 
If you are able to download at about 200Kbps in other programs, then the problem is most likely that the web sites you are trying to download from are not capable of sending data any faster than you are receiving it.

Try doing some connection speed tests (http://www.dslreports.com has a good one, click on Tests+Tools on the left) and download some files from fast sites such as microsoft.com. If the bandwidth tests and downloads from good sites are still slow, run the Tweak Test on DSLReports and make any adjustments it recommends for your connection.
