SUPER-N00B Question: Boxed Intel and AMD processors come with thernal pad/paste or have to use other?

Does the box include thermal paste? Or do both A64 and P4 come with thermal pad? And for good overclocking (say 2.4GHz on 3000+) do I REQUIRE good thermal paste?

It come's with some generic paste, but if you're looking to OC then buy some Arctic Silver 5.
