I've always wanted to ask this question, and that clip brings up the question again.

Why do so many bad guys leave their weapons at less than the maximum lethal level? I mean, if you've got a ball that can have razors sticking out of it, why not begin your fight with them sticking out? Why wait until after you've delivered what would have been 3 or 4 fatal blows before you turn on that feature?

For the same reason that good guys spare lives of evil villians only to have their entire families murdered by said evil villian.

Because you think you're SUCH hot stuff that you don't need to. It's more embarrassing for the hero if you beat them with less than 100% of your capabilities.
